Benoit Frydman addresses the Justice Committee of the Belgian Chamber of Representatives concerning the constitutional risks of replacing the Belgian citizen jury with a mixed criminal court by means of ordinary legislation, arguing that Article 150 of the Constitution mandates trial by jury and that a legislative amendment adopted without constitutional revision would violate the rule of law and citizens' rights of democratic participation.
